Blend the sugar, milk and syrup and boil to a soft ball.

Add this mixture slowly to the vegetables while stirring and bring to a full boil, stirring occasionally to prevent scorching.
Yields 1 1/2 quarts.

While waiting for broth to melt, melt butter over low heat, then sift 1/2 cup flour into butter, stirring frequently (do not brown or scorch).

Roll one-half the pastry on floured surface into circle 1-inch larger than inverted pie pan.
Ease pastry into pan.
