Mix everything together and pour into a greased 11x7x2 inch casserole.
Bake for 25-30 minutes, until the top is golden and the sides are darkish.
Add the chili powder, garlic powder and sugar to the browned and drained hamburger and onion.
After mixing that, add the tomato sauce and beans and sauce.
Put mixture in a 9 x 13-inch baking dish.
Spread prepared cornbread (uncooked) over the top. Follow instructions on cornbread for cooking.
Brown hamburger meat.
Drain.
Mix cornbread, peppers and corn.
Pour half of mixture into greased baking dish.
Add hamburger meat on top.
Top with cheese. Pour remaining batter on top.
