Put 1/2 of the shredded cabbage in greased casserole dish.
brown hamburger and onion, pour off grease.
Add rice,soup,water, and seasonings to hamburger mixture.
Put 1/2 mixture on top of cabbage in casserole dish.
Repeat with remaining cabbage and beef mixture.
Bake for 30 minutes at 350 degrees, top with cheese and bake for another 25-30 minutes.
Brown beef.
Add salt, pepper, onion, chili powder, rice, soup and water.
Cook gently for 2 or 3 minutes.
Put cabbage in casserole.
Pour meat mixture over cabbage.
Do not stir.
Bake, covered, for 2 hours at 350\u00b0 or longer, if desired.

Lightly saute cabbage in butter and oil for a few minutes (should still remain mostly rigid). Set aside.
