HEAT oven to 350 degrees.
COOK onion and green pepper in margarine until tender.
STIR in flour and pepper.
ADD milk and bring to a boil, stirring constantly.
REDUCE heat and add cheese and mayo; stir until cheese melts.

Bring a large pot of salted water to a boil. Add potatoes and cook until tender, about 20 minutes. Drain and mash with 1/4 cup of the butter and milk.

Melt butter; blend in flour.
Add milk all at once.
Cook and stir until thick and bubbly; cook and stir 1 minute more.

Combine egg and water; dip cone in mixture and roll again in crumbs.

Alternating ham and salad olives, press through a meat grinder.
Add enough mayonnaise to moisten.

Stir well.
