Crumble corned beef into a medium bowl. Add cottage cheese, scallions, green pepper, parsley and seasonings. Mix thoroughly. Chill several hours to blend flavors and to firm mixture. Remove mixture from bowl and shape into a ball. Spread cream cheese evenly over ball. Sprinkle paprika and parsley in a sizable sheet of plastic wrap (optional). Wrap ball in this plastic and refrigerate. Serve on a cheese board or tray with assorted crackers and thick cucumber slices for spreading. Garnish with sprigs of parsley, if desired.
