Combine crust ingredients. Spread in 9X13\" pan and bake at 375 for 10 minutes.
Toss together ingredients for rhubarb layer and pour over crust. Bake for 15 minutes.
Mix together cream cheese and sugar. Beat eggs in one at a time, pour mixture over rhubarb and bake 25 minutes at 375.
Mix glaze ingredients and spread over bars as soon as they come out of the oven.

To it add 1/4 cup margarine and to 1 egg add enough milk to make 1/2 cup of liquid and add.
Spread the mixture in a 9 x 13-inch pan or baking dish.

Slice rhubarb stalks into bite-sized pieces
Save tablespoon of flour for rhubarb filling.
Sift flour, salt and 1/2 cup sugar.
Stir in oats.
Stir in melted butter or margarine until mixture is crumbly.
Press 1/2 of the oats mixture evenly over bottom and sides of 9-inch pie pan.
Combine rhubarb, 1/2 cup sugar, 1 tablespoon flour, cinnamon and water.
Turn into crust.
Sprinkle remaining oat mixture over fruit.
Bake in moderate oven at 350\u00b0 until rhubarb is tender and crust is lightly browned, about 45 minutes.
For rhubarb sauce, combine the sugar, cornstarch and cinnamon. Add rhubarb and water.
Cook and stir until mixture is boiling; cook 1 minute more.
Pour into a baking dish; dot with margarine. Place in a hot 400\u00b0 oven while preparing biscuits.
Heat the oil in a large saucepan and cook the onion and garlic over low heat for 6-7 mins until softened. Add the rice mix and cook, stirring for 1 min. Pour in the wine and simmer for a few mins then gradually add the stock, about 1 ladleful at a time. Allow the liquid to be absorbed by the rice before adding the next ladleful. This will take about 35 mins.
