In a greased 9 x 13-inch pan, place 5 cups cabbage.
Mix ground meat, rice, salt, garlic powder, sour cream and onion in bowl.
Spread on top of cabbage.
Spread 5 more cups of cabbage on top of meat mixture.
Put 1 can undiluted tomato soup on top of cabbage and 1/2 cup ketchup on top of that.
Sprinkle shredded Colby cheese to cover entire casserole.
