Pound the chilis and garlic together in a mortar with a pestle. Add the bean and lightly crush. Add the tomatoes, sugar, roasted peanuts, dried shrimp, lime juice, lime wedges, and fish sauce to the mortar and gently mix together until the sugar has dissolved.
Add the papaya and mix together. Serve.

Grease a heavy pot or Dutch oven.
Layer about 1/3 of the potatoes into the bottom of the prepared pot.
Spread 1/2 of the luncheon meat on top.
Sprinkle with about 1/2 of the margarine and about 1/3 of the salt. Repeat the steps once more, then layer the remaining potatoes and margarine on top. Season with salt.
Pour milk over potato mixture and cover.
Heat pot over medium-high heat until milk begins to bubble, then reduce heat to medium-low. Simmer until potatoes are tender, about 20 minutes.
Preheat the oven's broiler and set the oven rack about 6 inches from the heat source.
Stir together the luncheon meat, Cheddar cheese, and salad dressing in a bowl. Spread the filling onto the cut side of each hamburger bun, and place onto a baking sheet, filling-side up.
Broil the open-faced sandwiches in the preheated oven until the tops are browned and bubbly, about 5 minutes.
Bring 3 cups of water to a boil in a pot; add eggs and boil until yolks are barely set, about 6 minutes. Remove eggs from hot water, cool under cold running water, and peel.
Bring 2 cups of water to a boil in the same pot. Add noodles and dashi. Cook, stirring occasionally, until noodles are tender yet firm to the bite, about 3 minutes.
Divide soup and noodles between 2 bowls; add eggs, luncheon meat, and green onion.
Mix horseradish with cream cheese.
Spread dollop of mixture on slices of ham or luncheon meat.
Roll up.
Secure with toothpicks and chill several hours.
Before serving, slice into bite-sizes.

Broil until cheese is melted.
Melt margarine and blend in flour; add milk slowly and cook until thickened, stirring constantly.
Add salt and pepper to taste.
Add peas to sauce and heat.
Heat oil and brown luncheon meat, allowing edges to curl to form cups.
Put 2 cups together for each serving and fill with the hot creamed peas.
