In medium saucepan, cook garlic in hot olive oil until soft. Add cooking wine and simmer 1 to 2 minutes.
Add minced clams and spaghetti sauce; heat through.

Pound the chilis and garlic together in a mortar with a pestle. Add the bean and lightly crush. Add the tomatoes, sugar, roasted peanuts, dried shrimp, lime juice, lime wedges, and fish sauce to the mortar and gently mix together until the sugar has dissolved.

Reduce heat to medium-low and simmer 2 minutes while stirring. Stir in Prego sauce and simmer 10 minutes, stirring occasionally.
Cook pasta as directed on the box but don't drain until the sauce is done and your ready to serve!
Drain the water from the two cans of tuna and set aside.
Warm a large skillet over med-low with olive oil.
Once the oil is hot (sizzles when you flick water on it) add your chopped garlic and onions and saute (approx 4 min or until onions caramelize).
