In a large saucepan, combine 1/2 cup water, sugar, lemon juice and peel, star anise and vanilla seeds. Stir over low heat until the sugar dissolves.
Add the pears, mandarin orange and apricots and bring to a simmer. Cook, covered, for 4-5 mins until the fruit softens slightly. Stir in the raspberries, then remove from the heat and allow to cool slightly.
