Place in a shallow bowl. Coat lightly with the vegetable oil, vinegar, 3/4 teaspoon salt and 1/4 teaspoon white pepper. Let steak stand for 30 minutes.
Sprinkle steaks with pepper. Heat a large oiled skillet on high heat. Cook steaks 2-3 mins each side until cooked to desired doneness. Let stand, covered, for 5 mins.
Meanwhile, stir tarragon into prepared bearnaise sauce. Season to taste.

In saucepan, combine cream cheese, milk, green onions and tarragon.
Stir over low heat until cream cheese is melted.
Stir small amount of hot cream cheese mixture into egg yolks.
Return to hot mixture.
Stir in wine and juice.
Cook, stirring constantly, over low heat 1 minute or until thickened.
Score steak on both sides.
Place on rack of broiler pan.
Broil on both sides to desired doneness.
With knife slanted, carve steak across grain into thin slices.
