Grind the cheese very
To prepare the batter, sift 1/2 cup of the flour and the salt into a deep mixing bowl.
Stir in the beaten egg and butter and then the milk and continue to stir until the batter is smooth.
Do not beat or overstir.
For the best results, set the batter aside at room temperature and let it rest for an hour or so, although it may be used at once if it must.
In either case, the egg white should be beaten with a whisk or rotary beater until stiff and then folded into the batter just before using it.

In a large bowl, whisk together the eggs, water and salt. Add the matzo meal and whisk until smooth. Cover and refrigerate for at least 30 minutes.
Heat the oil in a large heavy skillet over medium-high heat. Once the oil is hot, drop rounded teaspoonfuls of dough carefully into the oil and cook until golden brown on both sides. Drain briefly on paper towels, then toss in sugar while still warm.

Fry in hot oil for 3 to 4 minutes, turning once to brown evenly on both sides. Drain on paper towels, and cool. Drizzle honey over the tops, and sprinkle with chopped nuts.

Clean peppers, removing membrane and seeds; wash and pat dry.
