In a large stockpot, combine the onion, garlic, celery, carrots, parsley, parsnip, peppercorns, bay leaves, and thyme with 4 qt/3.8 L water. Cover and bring to a boil over high heat. Reduce the heat to medium-low and simmer for 1 hour, stirring occasionally. Uncover the pot and simmer for another 20 minutes to slightly reduce the stock to intensify the flavor. Remove from the heat and let cool for at least a half hour before straining. The stock can be refrigerated, covered, for up to 1 week and frozen for up to 1 year.

Heat the oil in large, deep frying pan. Add the ground beef, onion, garlic, pepper and celery. Fry for 4-5 mins, stirring, breaking up the beef with a wooden spoon.
Add the chili seasoning mix. Stir in 1 1/4 cup water and bring to a boil. Reduce heat and simmer for 5 mins, stirring occasionally.
Add the kidney beans, sweet corn, tomatoes, parsley, cilantro and chili pepper. Bring to a boil. Reduce heat and simmer for 5 mins. Season to taste. Serve with potato wedges, if desired.

In a large saucepan, heat oil over high heat. Saute fennel, celery and onion for 6-8 mins, until onion is tender and golden. Add saffron and lemon zest. Add Pernod. Bring to a boil then add tomatoes and 4 cups water. Bring back to a boil then reduce heat and simmer for 8-10 mins. Mix in seafood. Simmer, stirring occasionally, for 1-2 mins, until just cooked. Add lemon juice and season to taste.
Sprinkle with parsley and serve with garlic bread.
