Tamale Pie - cooking recipe

Ingredients
    3/4 lb. ground chuck
    2 onions, chopped
    1 bell pepper, chopped
    1 rib celery, chopped
    2 cloves garlic, minced
    16 oz. can tomatoes
    3 Tbsp. chili powder, divided
    1 (16 oz.) can chili (no bean variety)
    5 c. water
    1 1/2 c. cornmeal
    grated cheese or bits of Velveeta
Preparation
    Brown meat; drain.
    Add onions, pepper, celery and garlic. Cook until they are wilted.
    Add tomatoes which have been cut in small pieces.
    Sprinkle on 2 tablespoons chili powder plus large can of chili.
    Simmer for 30 minutes.
