8 1/2 c. all-purpose flour
1 1/2 c. instant nonfat dry milk
2 1/4 c. vegetable shortening
2 tsp. cream of tartar
1 tsp. baking soda
3 Tbsp. baking powder
1 Tbsp. salt

Variation:
Substitute 4 1/4 cups whole wheat flour for equal amount of all-purpose flour, but increase baking powder to 5 tablespoons.
