Green Chili Casserole - cooking recipe

Ingredients
    1 lb. Velveeta cheese
    1 can cream of celery soup
    1 can chopped green chilies
    1 1/2 lb. ground beef
    1/2 tsp. garlic powder
    salt and pepper to taste
    1/4 lb. medium Cheddar cheese
    1 large onion, finely chopped
    1 pkg. flour tortillas
Preparation
    Preheat oven to 350\u00b0.
    Combine Velveeta, soup and chilies in a double boiler.
    Combine ground beef and seasonings.
    Cover with water.
    Place over medium heat and stir often.
    Cook until tender.
