Potato Soup - cooking recipe

Ingredients
    6 potatoes, diced
    1 onion, diced
    2 celery ribs, cut to 1/2-inch pieces
    2 scallions, chopped
    1 Tbsp. parsley, chopped
    salt and pepper to taste
    3 c. milk or 1 pt. cream and 1 c. milk
    1/8 stick butter
    3 Tbsp. cornstarch or Wondra flour
Preparation
    Cover only with water and cook vegetables until fork-tender. Add milk/cream and butter.
    Bring to a boil and thicken with cornstarch/Wondra.
