Steak Soup - cooking recipe

Ingredients
    2 to 3 c. water
    1 to 2 onions, chopped
    2 to 3 stalks celery, chopped
    2 carrots, sliced
    1 (14 1/2 oz.) can tomatoes
    1/2 tsp. pepper
    1 (10 oz.) pkg. frozen mixed vegetables
    1 lb. coarsely ground beef or finely diced chuck roast, browned and drained
    2 to 4 Tbsp. beef base granules or paste
    1/2 c. butter, melted
    1/2 c. flour
Preparation
    Put all ingredients, except butter and flour, in crock-pot. Cover and cook on low for 8 to 12 hours.
    Make a paste of the melted butter and flour.
    Stir until smooth.
    Pour into crock-pot and stir until thickened.
    Cook soup on high until thickened.
