Creole Steak - cooking recipe

Ingredients
    vegetable cooking spray
    1 lb. lean boneless round steak, well trimmed
    1 large onion, chopped
    1 medium size green pepper, chopped
    2 Tbsp. all-purpose flour
    2 (16 oz.) cans whole tomatoes, undrained and chopped
    1 c. water
    1/4 c. chopped fresh parsley
    1 clove garlic, minced
    1 bay leaf
    1/4 tsp. sugar
    1/4 tsp. salt
    3 c. hot cooked rice, cooked without salt or fat
Preparation
    Coat a large skillet with cooking spray.
    Place over medium heat until hot.
    Add meat and brown evenly on both sides. Remove meat from skillet and drain well on paper towels.
