Double Layer Cookies - cooking recipe

Ingredients
    2/3 c. butter or shortening
    1/2 c. sugar
    1/2 c. brown sugar
    2 egg yolks
    1 Tbsp. water
    1 tsp. vanilla
    2 c. flour (plain)
    1 tsp. baking powder
    1/2 tsp. salt
    1 (6 oz.) pkg. chocolate chips
    2 egg whites
    1/4 tsp. cream of tartar
    1 c. brown sugar
Preparation
    Preheat oven to 350\u00b0.
    Cream butter and sugars.
    Beat in yolks, water and vanilla.
    Mix flour, baking powder and salt together and stir into butter mixture.
    Pat into a greased 9 x 13-inch pan.
    Sprinkle evenly with chocolate chips.
    Beat whites and cream of tartar until stiff.
    Beat in 1 cup of brown sugar gradually.
    Spoon over cookie mixture in pan, spreading evenly into corners.
    Bake 30 minutes.
    Cut into squares while warm.
