Mexican Casserole - cooking recipe

Ingredients
    1 1/2 lb. ground beef
    1 large onion, chopped
    2 garlic cloves
    1 tsp. each: chili powder, cumin, oregano, salt and Accent
    2 tsp. sugar
    1 can tomato paste (6 oz.)
    3 cans water
    1 1/2 c. rice, cooked
Preparation
    Saute beef; add onion, garlic and seasoning.
    Cook for 5 minutes.
    Add all but rice and simmer 30 minutes.
    Add rice just before serving.
    Put the following toppings in separate dishes for self-service:
    cheese, tomatoes, lettuce, Fritos, avocado, ripe olives and taco sauce.
