Vegetable Salad - cooking recipe

Ingredients
    1 lb. macaroni
    1 onion, chopped
    1 green pepper, chopped
    4 shredded carrots
    2 c. mayonnaise
    1 c. vinegar
    1 can Eagle Brand
    1 c. sugar
    1 tsp. salt
    1/4 tsp. pepper
Preparation
    Cook macaroni; drain and cool.
    Add vegetables.
    Combine milk, sugar, vinegar, mayonnaise, salt and pepper.
    Add and chill for four hours!
