French Quarter Steak - cooking recipe

Ingredients
    1 lb. boneless round steak
    1/4 c. all-purpose flour
    1 tsp. salt
    2 tsp. paprika
    1/2 tsp. pepper
    3/4 c. chopped onion
    1/3 c. chopped green pepper
    2 Tbsp. vegetable oil
    1/2 c. uncooked regular rice
    1 (28 oz.) can tomatoes (undrained)
    1 c. water
Preparation
    Trim excess fat from steak; cut steak into serving-sizes. Combine flour, salt, paprika and pepper.
    Dredge steak in flour mixture; reserve excess flour mixture.
