Chili - cooking recipe

Ingredients
    2 lb. lean ground beef
    1/2 tsp. chili powder
    2 tsp. salt
    1 tsp. sugar
    1 large onion, chopped
    1/2 green pepper, chopped
    2 8 oz. cans tomato sauce
    1 can Rotel tomatoes
    1 c. water
    1 clove garlic, minced
    1 tsp. oregano
    1 tsp. cumin
    2 cans kidney beans, drained
    2 Tbsp. cooking oil
    2 Tbsp. flour
Preparation
    Brown beef, add other ingredients, except for beans, oil and flour.
    Cover and simmer for 1 hour.
    In small bowl, mix oil and flour until smooth.
    Add beans.
    Add this to kettle.
    Cover and simmer, stirring occasionally for about 30 minutes.
