Chili - cooking recipe

Ingredients
    2 lb. lean ground beef
    3 1/2 tsp. chili powder
    2 tsp. salt
    1 tsp. sugar
    1 large onion, chopped
    1/2 green pepper, chopped
    2 (8 oz.) cans tomato sauce
    1 can whole tomatoes
    1 c. water
    1 clove garlic
    1 tsp. oregano
    2 cans kidney beans (undrained)
    2 Tbsp. cooking oil
    2 Tbsp. flour
Preparation
    Brown the beef.
    Add other ingredients, except beans, cooking oil and flour; cover and simmer for 1 hour.
    In a small bowl, mix oil and flour together until smooth; add undrained kidney beans. Add mixture to kettle.
    Cover and simmer, stirring occasionally, for about 30 minutes.
