Szechwan Spareribs - cooking recipe

Ingredients
    about 1 1/2 lb. pork spareribs, cut Chinese style into 1 1/2-inch lengths
    3 Tbsp. salad oil
    1/3 c. water
    1 Tbsp. soy sauce
    Cooking Sauce (recipe follows)
    2 cloves garlic, minced or pressed
    1 tsp. minced fresh ginger
    1/4 to 1/2 tsp. crushed red pepper
    1 green pepper, seeded and cut into 1-inch sq.
Preparation
    Trim and discard excess fat from ribs; cut between bones into individual pieces.
    Heat 2 tablespoons of the oil in a wide frying pan over high heat.
    Add ribs and cook, stirring often, until browned (about 4 minutes).
    Remove from pan from heat and let cool briefly.
    Add water and soy and return pan to low heat; cover and simmer until ribs are fork-tender (about 30 minutes).
    Meanwhile, prepare cooking sauce and set aside.
