Seafood Creole Style(Soup) - cooking recipe

Ingredients
    3 Tbsp. salad oil
    1/4 c. all-purpose flour
    2 large celery stalks, diced
    1 medium green pepper, diced
    1 medium onion, diced
    1 (28 oz.) can tomatoes
    1/3 c. minced parsley
    2 1/2 tsp. sugar
    2 tsp. salt
    3/4 tsp. chili powder
    1/4 tsp. hot pepper sauce
    1 (16 oz.) frozen cod fillets, partially frozen
    1 (6 to 7 oz.) pkg. frozen shelled and deveined shrimp
Preparation
    In 5-quart Dutch oven over medium-high heat, into hot salad oil, gradually stir flour; cook, stirring constantly, until flour is dark brown (mixture will be thick).
    Add celery, green pepper and onion; cook 10 minutes or until vegetables are lightly browned, stirring constantly.
