Spanish Rice - cooking recipe

Ingredients
    3 Tbsp. oil
    1 c. uncooked rice
    3/4 c. chopped onion
    1/2 c. chopped green pepper
    1/2 c. chopped celery
    14 oz. can stewed tomatoes
    1 c. water
    1 1/2 tsp. salt
    1 tsp. chili powder
Preparation
    Heat 2 tablespoons oil in large skillet; add rice.
    Brown lightly, stirring frequently.
    Add remaining 1 tablespoon oil, onion, green pepper and celery; cook until soft.
    Add remaining ingredients.
    Cover pan tightly.
    Simmer for 20 to 30 minutes.
