Stuffed Green Peppers - cooking recipe

Ingredients
    4 large green peppers
    1/4 c. water
    1 lb. lean ground beef
    1 medium onion, chopped
    1 clove garlic, minced
    1 tsp. salt
    1/4 tsp. pepper
    1 1/2 c. cooked rice
    1 Tbsp. minced fresh parsley
    1 (8 oz.) can tomato sauce, divided
Preparation
    Wash peppers; remove tops and seeds.
    Place upright in 2-quart microproof casserole.
    Pour water over bottom of dish and cook, covered, on High (Max power) 2 minutes.
    Drain water.
    Let peppers stand while preparing filling.
