Cheeseburger Soup - cooking recipe

Ingredients
    1 1/2 c. water
    2 small carrots, grated
    1 small onion, chopped
    1 Tbsp. beef bouillon
    1 lb. ground beef
    8 oz. Velveeta cheese, cubed
    1/2 lb. sliced bacon
    2 c. cubed peeled potatoes
    1/4 c. chopped green pepper
    1 clove garlic, minced
    1/2 tsp. salt
    2 1/2 c. milk, divided
    3 Tbsp. all-purpose flour
    1/4 tsp. pepper
Preparation
    In a large saucepan, combine water, carrots, onion, beef bouillon, potatoes, green pepper, garlic and salt.
    Bring to a boil.
    Reduce heat and cover.
    Simmer 15 to 20 minutes until potatoes are tender.
    Brown beef and drain.
    Stir in beef and 2 cups milk.
    Heat through.
