Shipwreck - cooking recipe

Ingredients
    2 Tbsp. cooking oil
    1 small onion, chopped
    2 cloves garlic, grated
    1 1/2 lb. ground beef
    1/4 c. uncooked rice
    2 stalks celery, chopped
    1/2 green pepper, chopped
    1 c. kidney beans, drained
    2 large potatoes, peeled and sliced
    1 can tomato soup
    1/2 c. water
Preparation
    In a 9 x 13-inch casserole, layer first 9 ingredients.
    Mix soup with water and pour over other ingredients.
    Cover and bake at 350\u00b0 for 2 hours.
