New England Fish Chowder - cooking recipe

Ingredients
    4 c. water
    1 lb. cod fillets or other white fish fillets
    2 Tbsp. margarine
    3 Tbsp. shredded carrot
    2 Tbsp. diced celery
    2 Tbsp. minced fresh onion
    2 Tbsp. plus 1 tsp. all-purpose flour
    3 1/2 c. skim milk, divided
    2 c. peeled, diced baking potato
    1/4 tsp. salt
    1/4 tsp. pepper
Preparation
    Bring 4 cups water to a boil in a large skillet.
    Add fish; cover, reduce heat and simmer 7 minutes or until fish flakes easily when tested with a fork.
    Remove fish from skillet with a slotted spatula; set aside.
