Oyster Sauce Chicken - cooking recipe

Ingredients
    2 lb. chicken thighs, cut in half
    1/4 c. flour
    1/8 tsp. black pepper
    1/3 c. water
    3 Tbsp. sugar
    1/2 c. oyster sauce
Preparation
    Roll chicken in flour and fry.
    Mix other ingredients; boil together to make sauce.
    Pour sauce over fried chicken and garnish with chopped green onions.
