Scalloped Potatoes - cooking recipe

Ingredients
    4 potatoes (8 oz. each), peeled
    1 medium onion, finely chopped
    1 small green pepper, chopped
    1 Tbsp. margarine
    2 Tbsp. flour
    1 c. milk
    1/2 tsp. salt
    1/8 tsp. pepper
    6 oz. shredded Cheddar cheese
Preparation
    Place potatoes in 1 1/2-quart casserole.
    Add 2 tablespoons water.
    Cover and cook on High 11 to 13 minutes.
    Turn potatoes halfway through cooking.
    Combine onion, pepper and margarine in 1-quart dish.
    Cook on High for 4 to 6 minutes, stirring once. Stir in flour, then milk, salt and pepper.
    Cook on High 3 to 5 minutes.
    Stir once.
    Stir in 3/4 cup cheese.
