Hearty Beef Stew - cooking recipe

Ingredients
    1/3 c. plain flour
    1/2 tsp. pepper
    1 tsp. salt
    1 lb. stew beef
    4 Tbsp. vegetable oil
    1 large onion, chopped
    3 cloves garlic, minced
    1 green pepper, chopped
    1 3/4 c. water
    4 Tbsp. tomato paste
    1/2 tsp. salt
    2 tsp. Worcestershire sauce
    4 carrots, sliced
    4 medium potatoes, cut into cubes
    4 Tbsp. chopped parsley
    1 small rutabaga (turnip), cubed
Preparation
    Mix together the flour, pepper and salt.
    Coat the cubes of meat thoroughly in the flour and brown in the oil in a large frypan.
    As each piece browns, remove from the frypan and put into a crock-pot or Dutch oven.
