1/2 cup Red Wine Vinegar
1 1/2 cup Olive Oil
2 Cloves Garlic
2 Tbsp. Dijon Mustard
16 Leaves Fresh Basil, or dried equivalent
Salt and Pepper to taste
4 Tbsp. Fresh Parsley, chopped
8 Scallions
1 cup Fresh Parmesan Cheese, grated
