Aunt Sally Ann'S Tortellini Appetizer(Yield: Appetizer For 6-10) - cooking recipe

Ingredients
    1 lb. Fresh/Frozen Tortellini
    1/2 cup Red Wine Vinegar
    1 1/2 cup Olive Oil
    2 Cloves Garlic
    2 Tbsp. Dijon Mustard
    16 Leaves Fresh Basil, or dried equivalent
    Salt and Pepper to taste
    4 Tbsp. Fresh Parsley, chopped
    8 Scallions
    1 cup Fresh Parmesan Cheese, grated
Preparation
    1. Cook tortellini and rinse under cold water when done.
