Pennsylvania Dutch Potato Salad - cooking recipe

1/2 c. sugar
1/2 c. brown sugar
1 Tbsp. flour
1 Tbsp. mustard
dash of salt
1/4 c. vinegar
1/2 c. milk
1/2 c. water
1 Tbsp. margarine
