Potato Vegetable Lasagna - cooking recipe

Ingredients
    vegetable cooking spray
    6 oz. chopped onions
    3 Tbsp. flour
    1/4 tsp. nutmeg
    2 1/4 c. skim milk or regular milk
    2 1/2 oz. Mozzarella cheese, shredded
    2 1/2 oz. Cheddar cheese, shredded
    2 lb. potatoes, sliced
    1 lb. thawed frozen chopped spinach, squeezed dry
    3/4 lb. frozen sliced carrots, thawed
    10 oz. cut broccoli, thawed
    4 3/4 c. meatless spaghetti sauce
    2 1/2 oz. Parmesan cheese
Preparation
    Optional:
    Can use fresh veggies, partially cooked in microwave, instead of frozen ones.
