Rice And Cabbage Casserole - cooking recipe

Ingredients
    1 small head cabbage
    2 Tbsp. oil
    3/4 c. water
    1 lb. ground beef
    1/2 finely chopped onion
    1/4 c. chopped green pepper
    1/4 c. chopped celery
    1/4 tsp. black pepper
    salt to taste
    dash of garlic powder
    3 c. cooked rice
    1 (8 oz.) can tomato sauce
    3/4 c. Cheddar cheese
    1/2 c. bread crumbs
    1/2 c. cooked bacon
Preparation
    Wash, drain and coarsely shred cabbage.
    Steam cabbage in oil and water for 15 minutes.
    Drain and set aside.
