Classy Carrot Casserole - cooking recipe

Ingredients
    4 c. carrots, sliced crosswise
    1 c. water
    2 Tbsp. butter
    2 Tbsp. flour
    1 c. milk
    1 (3 oz.) can Durkee French fried onions
    1 c. Cheddar cheese, shredded
Preparation
    Cook sliced carrots in 1 cup water until barely tender. Drain.
