Never Fail Icing - cooking recipe

Ingredients
    1/4 tsp. cream of tartar
    1 3/4 c. sugar
    3/4 c. hot water
    2 egg whites
    2 Tbsp. cold water
    1/4 c. sugar
Preparation
    Boil cream of tartar, sugar and hot water until it spins a thread about 10 inches long.
    Beat 2 egg whites until stiff; add 2 tablespoons cold water and then add sugar.
    Pour syrup into egg white mixture and beat until it begins to grain or get stiff, then spread on cake.
