Spanish Rice - cooking recipe

Ingredients
    3 Tbsp. oil
    2 large green peppers, chopped
    2 medium onions, finely chopped
    1 to 1 1/2 tsp. salt
    1/4 tsp. garlic powder
    1 (8 oz.) can tomato sauce
    2 c. long grain rice, uncooked
    2 large celery stalks, shopped
    2 tsp. ground cumin
    1/2 tsp. pepper
    6 c. water
Preparation
    Heat oil over medium-high heat in a heavy kettle; add rice and next 7 ingredients.
    Cook until rice is browned, stirring often.
    Stir in water and tomato sauce; bring to a boil.
    Reduce heat to medium; cover and cook 25 minutes or until rice is tender.
