Shrimp Creole - cooking recipe

Ingredients
    3 c. cooked rice
    2 Tbsp. fat
    4 ribs celery, chopped
    1 tsp. salt
    1 c. water
    1 1/4 c. cooked shrimp
    2 c. green peas
    2 onions
    1 Tbsp. flour
    1 Tbsp. vinegar
    1 tsp. sugar
    2 tsp. chili powder
    1 (No. 2) can tomatoes
Preparation
    Place all ingredients in large pot and cook until tender.
