Macaroni Salad - cooking recipe

Ingredients
    1 lb. cooked and drained macaroni
    1 (14 oz.) can condensed milk
    3/4 c. white sugar
    2 c. shredded carrots
    1 onion (as desired), chopped
    1 bell pepper (green), chopped
    1/2 c. sugar
    1 tsp. salt
    1 Tbsp. pepper
    2 c. mayonnaise
Preparation
    Mix everything but macaroni and pour this over drained macaroni. Mix. Chill.
