Basque Beef Stew(Guisado De Vaca) - cooking recipe

Ingredients
    3 lb. beef stew meat
    2 medium chopped onions
    2 cloves chopped garlic
    1/2 chopped green pepper
    1 (8 oz.) can tomato sauce
    3 medium carrots, cut in chunks
    2/3 c. oil
    1/2 c. flour
    1 Tbsp. fresh parsley
    16 oz. red wine (optional)
    1 large bay leaf (optional)
    3 potatoes, cut in chunks
Preparation
    Roll beef chunks in flour and brown in oil, using a heavy casserole or Dutch oven.
    Add all ingredients except carrots and potatoes and cook over slow heat for 3 to 4 hours until meat is tender.
    Add carrots and potatoes 45 minutes before stew is tender.
