Strawberry Mousse Parfait - cooking recipe

Ingredients
    1 envelope unflavored gelatin
    1/4 c. water
    1/4 c. sugar
    1 Tbsp. sugar
    8 oz. soft Neufchatel cheese
    1/3 c. instant nonfat dry milk powder
    1 c. unsweetened orange juice
    1/3 c. water
    2 3/4 c. fresh strawberries, peeled and divided
    1 tsp. orange rind, grated
Preparation
    Sprinkle gelatin over 1/4 cup water in small saucepan.
    Let stand 1 minute.
    Add 3 tablespoons sugar and cook over medium heat until gelatin and sugar dissolve, stirring constantly.
    Remove from heat and let cool.
