Beef And Potato Bake - cooking recipe

Ingredients
    4 c. frozen hash brown potatoes, thawed
    3 Tbsp. vegetable oil
    1/8 tsp. pepper
    1 lb. lean ground beef
    1 pkg. brown gravy mix (3/4 oz.)
    1/2 tsp. garlic salt
    1 c. water
    1 (16 oz.) pkg. frozen mixed vegetables
    4 oz. shredded Cheddar cheese
    1 can Durkee fried onion rings
Preparation
    In a shallow 1 1/2-quart baking dish, combine potatoes, oil and pepper.
    Firmly press mixture across bottom and sides of dish to form a shell.
    Bake, uncovered, at 400\u00b0 for 15 minutes.
