Macaroni Salad - cooking recipe

Ingredients
    1 lb. macaroni, cook, drain and cool
    1 large green pepper, chopped
    1 onion, chopped
    4 carrots, shredded
    1 can Eagle Brand milk
    1 c. vinegar
    1 c. sugar
    2 c. Miracle Whip
    1 tsp. salt
    1 tsp. pepper
