Chili Con Carne With Beans - cooking recipe

Ingredients
    5 Tbsp. corn oil
    1 c. chopped onion
    3 cloves garlic, minced
    1 c. diced green peppers
    2 lb. ground beef (lean)
    1 Tbsp. wine vinegar (optional) *
    1 Tbsp. brown sugar (optional) *
    4 c. tomatoes
    4 c. kidney beans
    1 tsp. salt
    4 Tbsp. chili powder
    1 c. boiling water
Preparation
    Saute onion, garlic and peppers in oil.
    Add beef and brown. Add the remaining ingredients (except water).
    Cover and simmer over low flame for 1 hour.
    Add water, if needed.
