Five Layer Meal - cooking recipe

Ingredients
    1 lb. ground beef
    1 Tbsp. oil
    2 tsp. chili powder
    2 potatoes, cubed
    2/3 c. chopped green pepper
    1/3 c. ketchup
    2/3 c. onion, chopped
    1 1/2 tsp. salt
    dash of pepper
    1/3 c. rice
    No. 2 can tomatoes
    1/3 c. water
Preparation
    Mix all ingredients together.
    Place in covered casserole dish.
    Bake 1 hour in 350\u00b0 oven.
